This position is responsible for providing support to the educational process with specific responsibilities for directing Counseling programs and services; providing information and serving as a resource to others; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines; and serving as a member of the leadership team.


  • Oversees the implementation of the Comprehensive School Counseling Program for all district schools K-12.
  • Assists principals in supervising and evaluating the work of school counselors at all levels.
  • Serves as a consultant to district leaders and building principals regarding student mental health, behavioral and academic issues.
  • Serves as the primary district contact for Burrell Behavioral Health Services and the Missouri Department of Social Services.
  • Advocates for providing supports for the mental health needs of students based on school and district data.
  • Provides job specific professional learning for all school counselors in the district.
  • Communicates and collaborates with internal and external stakeholders implementing and/or maintaining services and programs.
  • Directs department operations, the maintenance of services, and the implementation of new programs and/or processes providing services within established timeframes and in compliance with related requirements.
  • Facilitates and/or participates in a variety of meetings conveying and gathering information regarding a wide variety of subjects required to carry out their administrative responsibilities.
  • Facilitates regular department meetings with school counselors at all levels as a means to communicate curriculum initiatives, share ideas, and plan for ongoing improvements.
  • Guides development of systems, procedures, and evaluation of programs providing continual improvement effectiveness to meet students’ educational needs.
  • Manages a wide variety of programs ensuring district compliance with established guidelines.
  • Monitors budget allocations, expenditures, fund balances and related financial activities ensuring allocations are accurate, revenues recorded; expenses are within budget limits and adherence to fiscal practices.
  • Performs personnel functions maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
  • Prepares a wide variety of complex materials documenting activities and issues, meeting compliance requirements, providing audit references, making presentations, and/or providing supporting materials for requested actions.
  • Presents a wide variety of topics related to administrative responsibilities providing general information, training others, and implementing actions.
  • Researches a wide variety of topics for the purpose of developing new programs/services, ensuring program compliance with established requirements, securing general information and/or responding to requests.
  • Performs other related duties as required/assigned.

Education and Experience

  • Bachelor’s Degree from an accredited college or university.
  • Master’s Degree in School Counseling from an accredited college or university.
  • Minimum of eight (8) years of job-related experience with increasing levels of responsibility is required.

Certificates, Licenses and Other Special Requirements

  • Must have a DESE School Counselor Certification K-12.
  • Must pass a Criminal Background Clearance, the results of which must be satisfactory to the District, required.

Working Conditions and Physical Requirements

  • Work environment is primarily inside, where the noise and temperature levels are moderate.
  • The work is light work that requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects.
  • Must possess the physical ability to work primarily with fingers, perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance. 
  • Additionally, the following physical abilities are required: grasping, handling, hearing, kneeling, manual dexterity, mental acuity, repetitive motion, speaking, standing, talking,0 visual acuity, and walking.
