Purpose Statement
The Springfield, Missouri Public School District is currently seeking qualified applicants for the position of Director III, Business Services. This position will begin July 1, 2020 or earlier, based upon availability.

The Springfield School District is Missouri’s largest public school district and has built a reputation of academic excellence based on the outstanding performance of our students and schools. About 25,000 students attend 36 elementary schools, an intermediate school, 9 middle schools, 5 high schools, and a variety of alternative education and choice programs.

This position is responsible for supervising the preparation and submission of all school system financial reports and budgets to the Deputy Superintendent-Operations; and providing leadership for improving fiscal responsibilities, budget preparation, and financial supervision to the department through cross-departmental collaborations. The Director of Business Services ensures that Federal and State laws and procedures are followed and supported by using best accounting practices and budgetary guidelines. Assignments require analytical thinking and extensive independent judgement. Performs advanced level administrative financial work under executive level direction. Directs and supervises the work of the Business Services team including Debt Management, Investments, Financial Reporting, Budget, Accounts Payable, Cash Receipting, Fixed Assets, Project Accounting, Payroll, Purchasing Card Administration, Audit, Grant Financial Management, Bond Compliance, and supporting the work of school leaders and operations teams.

Essential Job Functions
Develops long-range and short-term objectives while leading and developing theBusiness Services team.
Ensures the uniform, and consistent recording and reporting of all fiscal transactionsin accordance with accepted standards as prescribed by federal and state laws,accounting principles, and regulations prescribed by the Missouri Department ofElementary and Secondary Education. Oversees the preparation of various financialstatements and their dissemination.
Formulates and recommends changes and additions to policies and proceduresrelating to functional activities.
Directs the administration of all functions relating to the operations including cashmanagement, investments, accounts payable, financial reporting and transactions,payroll, fixed assets, grant management, purchasing card program, financialreporting, and audit activities.
Ensures internal controls are established, maintained and documented in compliancewith organizational directives.
 Communicates and collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, community members, etc.) for the purpose of implementing, enhancing, and/or maintaining services and programs.
 Directs department operations, the maintenance of services and the implementation of new programs and/or processes for the purpose of providing services within established timeframes and in compliance with related requirements.
 Facilitates and/or participates in a variety of meetings (e.g. workshops, inter and intra district committees, community and public agencies, seminars, conferences, etc.) for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out administrative responsibilities.
 Guides development of systems, procedures and evaluation of programs for the purpose of supporting leaders in meeting the educational needs of students.
 Manages a wide variety of programs for the purpose of ensuring District compliance with established guidelines.
 Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and fiscal practices are followed.
 Performs personnel functions (e.g. interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
 Prepares a wide variety of often complex materials (e.g. plans, budgets, funding requests, reports, analyses, recommendations, procedures, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, making presentations, and providing supporting materials for requested actions.
 Presents a wide variety of topics related to administrative responsibilities (e.g. financial information, overviews of programs/services, policies and procedures, etc.) for the purpose of providing general information, training others, and implementing actions.
 Researches a wide variety of topics for the purpose of developing new programs/services, ensuring program compliance with established requirements, securing general information and responding to requests.
 Performs other related duties as required/assigned.

QUALIFICATIONS AND REQUIREMENTS

Education and Experience
 Bachelor’s Degree from an accredited college or university.
 School business experience required
 Job experience with increasing levels of responsibility preferred.

Certificates, Licenses and Other Special Requirements
 Must pass a Criminal Background Clearance.

Working Conditions & Physical Requirements
Work environment is primarily inside, where the noise and temperature levels aremoderate.
The work is sedentary and requires exerting up to 10 pounds of force occasionally ornegligible amount of force frequently or constantly to lift, carry, push, pull orotherwise move objects, including the human body.
Must possess the physical ability to work primarily with fingers, perceive the natureof sounds, make rational decisions through sound logic and deductive processes,express or exchange ideas by the spoken word, substantial movements (motions)with the hands, wrists, and fingers, and discern letters or numbers at a givendistance.
